New Rule for Election Commission

Recently I was thinking about various aspects of elections in my country (India) like the existence of Political Parties, issuing of Party Tickets, Election Campaigning, election of Chief Minister & Prime Minister etc. From my experiences, I found that this system was not quite perfect and I was searching of some methods which could help making the government a better one, just for fun. I just got a good idea and want to share this with you guys though its kind of hypothetical and practically not possible. I am not saying that my idea is perfect, but I think it will serve people better. I believe that every organization has some drawbacks and should always work towards improvising itself. So I believe that the readers would think on this and give their opinions.

Let us imagine a hypothetical situation where election commission has banned the existence of political parties. I think this would be pretty much an interesting situation to discuss as lot of things can get affected by adjusting this particular rule. For starters, no political leader or election candidate can announce himself to be a member of a particular Political Party. It means he doesn't have to be loyal to any group of politicians and also he cannot use its support. This might not make sense to you right now because we now see many leaders changing parties due to various reasons on their own, but let me show you how useful it could really get. If you live in India, you often come across various posters and campaigning advertisements through media. If you observe those advertisements of a particular party, you can see that they only try to project 5 to 8 of the leaders in the party at most. So in this case, most people are not aware of the election candidate in their own constituency. This is a huge issue when people blindly vote someone who they don't even know. These kinds of candidates usually win under the shadow of the party, only making them easier to be manipulated by the Party Leaders. Also, there are lot of independent candidates who cannot afford to campaign as much as these parties and thus don't get noticed by the people.When political parties won't exist, people will be forced to look at all the candidates equally and the election will be fairer. Thus, candidates elected would become powerful MLA's as they won their seats genuinely from the elections. Since they have no party to support them, they are also more answerable to the public in their constituency.

So by now we will have our election completed with more genuine MLA's. Now, a government needs to be formed, i.e. the MLA's will elect their Chief Minister by a simple election and he in turn will select the Cabinet Ministers. Since there are no political parties, there is no guarantee that a candidate in the previous year gets elected in the next year, which I will discuss later. So there is no point for them to form a group of politicians before an election. So every new term would be similar to a freshman year of the college. So say about 10 members contest for the post of Chief Minister and one of them gets elected. Here comes a hard part where we have to choose one of these two assumptions before we get any further. They are
  • Chief Minister gets to know who voted for him
  • he doesn't
I want to consider a more realistic assumption where the system is lenient towards the politicians, so I will discuss the first case for now. Lok Sabha (or Vidhan Sabha at State Level) consists of about 243 seats (I don't know the exact number, please correct me if the number is wrong) so I am guessing that the elected CM or PM will at least have 50 votes. Say, he has to choose his Cabinet Ministers (Say there are 10 Minister posts available). Since he knows who elected him, its only natural that most or all of the Cabinet Minsters are chosen from these 50 members, disappointing the others who are left out. Since every member of the Lok (Vidhan) Sabha is a powerful candidate, the bills passed should be in favor of all constituencies. Since the CM (or PM) could be changed by the slightest shift in majorities, he and his Cabinet Ministers would be forced to satisfy every MLA. Loyalty becomes a difficult notion among the MLA's and they are forced to retain their positions by working. Every MLA is against every other, so its only natural that they would try to expose each other to get the better of each other and hence unethical politicians get exposed more easily. Surely the politics of the state would become unstable, but its the people who should have stable lives, not the government.

This is my idea of how this election and government should be. I observed that people are not foolish enough to be fooled by a single person. They are fooled by an organizations called Political Parties. They use "Divide and Rule" policies on the people to rule them. Why don't we divide and rule them instead? This is just a thought which I think is good. Any critics are welcome.
